The General Education department has issued a circular correcting the anomalies in the ratio of inter-district transfer of teachers from pre-primary to high school levels in government schools.

The inter-district transfer ratio for lower primary/upper primary schoolteachers has been increased from 10% to 20%, while for high school teachers it has been hiked to 15%. The ratio is 10% for lower grade language teachers and part-time lower grade language teachers. It is 10% for pre-primary teachers too.

As per the new circular, direct appointment through the Kerala Public Service Commission (PSC) in the pre-primary category is 90%. In the primary category it is 75%, and for by-transfer the ratio is 5%.

In the high school teacher category, direct appointment through the PSC is 55%, primary teacher promotion 15%, by-transfer appointment 10%, and compassionate appointment 5%.

Reason for decision

In the lower grade language teacher category, direct PSC appointment ratio comes to 55%. Part-time teacher promotion ratio is 30%, while 5% is by-transfer appointment for ministerial staff. In the part-time lower grade language teacher segment, direct appointment through the PSC is 90%.

The decision to correct the anomalies was taken in the wake of the government finding that only a few vacancies were becoming available in primary/high school categories since an order of 2021-22.
