The authorities at Gulbarga University are finding it difficult to implement the order of the government of Karnataka pertaining to the transfer policy for creating posts and infrastructure at newly-established universities in Bidar and Raichur owing to strong opposition from employees.
With the universities in Raichur and Bidar carved out of Gulbarga University, 191 degree colleges are affiliated to Gulbarga University, 196 degree colleges to Raichur University (that includes Yadgir jurisdiction), and 130 degree colleges are affiliated to Bidar University.
Gulbarga University has been reeling under an acute shortage of regular faculty members for the past few years. As per the data available, the university has 782 sanctioned posts of regular faculty members on the campus, of which 586 (74%) are vacant.
As per the government’s order of transferring the posts to Raichur and Bidar universities, of the total 782 posts, the Raichur University will get 194 posts (24%), Bidar University will have 109 posts (13%), and 479 posts will remain with Gulbarga University.
The government recommends transferring 29 teaching posts against the 147 sanctioned posts in 13 various departments from Gulbarga University to Bidar University. Of the total 147 posts, 18 are of professor, 41 of associate professor, and 88 of assistant professor. Of these, posts of 4 professors, 8 associate professor and 17 assistant professor have been recommended for transfer to Bidar University.
In non-teaching posts, there are 15 vacancies in the 24 sanctioned posts. Of the four posts of deputy librarian, two posts will remain with Gulbarga University and one each has been recommended for transfer to Raichur and Bidar. Of the 13 assistant librarian posts, six posts will retain with Gulbarga University, four posts to Raichur University, and 3 posts for Bidar University. Of the total seven posts of assistant director for physical education and sports, five will remain with Gulbarga University while one post each will go to Raichur and Bidar universities.
In Group A cadre, there are 15 sanctioned posts of which 10 will be retained with Gulbarga University, 3 will go to Raichur University and Bidar University will get 2 posts. The Group A includes 6 posts of Deputy Registrar, 6 posts of assistant registrar and 3 posts of assistant executive engineer.
Raichur University will be getting one each post of deputy registrar, assistant registrar and assistant executive engineer post. Bidar University will get one post each of deputy registrar and assistant registrar.
In Group B, there are 21 posts, including 18 posts of office superintendent and 3 posts of assistant engineer. Of the 18 posts, 12 posts will remain with Gulbarga University and 5 posts would be transferred to Raichur and 4 posts to Bidar.
Of the 299 sanctioned posts of group C, 217 are vacant. Of the 299 posts Raichur University will get 82 posts, Bidar University 52 posts, and Gulbarga University will retain 165 posts.
There are 276 sanctioned posts of Group D, of which 202 are vacant. As per the transfer order, 161 posts will remain with Gulbarga University, 69 posts will be transferred to Raichur, and 46 posts to Bidar.
“We are facing difficulties in implementing the transfer orders as employees, both teaching and non-teaching, have been manipulating their transfers with the help of political influence,” said a top official at the university.
A former Academic Council member pointed out that only the transfer of posts will not serve the purpose as the majority of posts are vacant. Along with relocating the vacant posts to the newly-established universities in Raichur and Bidar, the government of Karnataka should also consider for filling up the vacant posts immediately for effective functioning of the academic activities at the varsities, he said.
